I like the idea that before becoming queen, each princess served time as a warrior, so I was trying to think of what Queen Serenity’s time as Sailor Moon would be like.

30 Days of Sailor Moon
Day 04 – Favorite Supporting Character
Queen Serenity. There are a lot of “sacrifices” in Sailor Moon. A lot of good characters die, but almost always they are brought back to life… except for Queen Serenity. Her sacrifice is more or less permanent, while her spirit shows up on a few occasions, she is pretty much dead-dead. She gave her life not only to stop The Dark Kingdom’s attack, but also to make sure all the people under her watch on the Moon Kingdom were reborn and had a chance to peace and happiness once more. Who can’t admire that?
(Don’t worry, this isn’t a spoiler! I already knew the Amazonesses were senshi; they built up the parallelism between themselves and the inners quite obviously.)
I’m still not entirely sure why the guardians of other planets are charged with protecting the protector of the moon. Regardless, I think it’s oddly cute that even the smallest interstellar dust particle floating out in the Kuiper Belt might have someone looking out for it.
Without getting too deep into the manga-verse, which I know you haven’t read yet so I won’t spoil it, I think the roles of the guardian senshi were likely determined by Queen Serenity in the Silver Millennium. Sailor Moon didn’t exist in the past, as far as we know: she was just a princess, and she didn’t yet have her own Silver Crystal. Queen Serenity probably thought that being the future ruler of the entire solar system would make her a target.
It is funny to put it in perspective, though: half of the most powerful elite magical soldiers at Queen Serenity’s disposal were tasked with being her daughter’s personal guard. Uranus and Neptune, good luck watching over the other 99% of the solar system by yourselves.
“It is time to announce the assignments for the senshi of the solar system. Mercury, Mars, Jupiter, Venus, the four of you shall be my daughter’s personal bodyguards, advisors, confidantes, and Best Friends. Uranus, Neptune, you can guard… the rest.”
“What about me?”
“Oh, Pluto, you’re here too. No, of course I didn’t forget about you. I have a super special assignment for you. You… uh… you get to… stand next to this door. No, that’s all. Just guard the door.”
